  5. I would imagine that it has to do with age of consent laws. The reasoning is probably that if someone isn't legally old enough to have sex, then that person shouldn't be buying condoms. And as far as an age limit on the packaging is concerned, I live in the States and I don't remember ever seeing an age limit on condom packages here.
