I don't think his goal is to control speech as much as how that speech is conducted. For example, I could simply say that I disagree with you about a politician or political issue and that should be acceptable under the ordinance. However, if I disagree with you by using words denigrating you for your (perceived) lack of intelligence, your race, gender, (perceived) sexual orientation, etc..., that would probably be illegal.
However, I'm not saying that I agree with the ordinance because, in cases like this, there's always the question of what is considered "offensive" or "nasty" behavior and who makes that determination that could tip it into censorship territory. I just don't think this mayor has the conscious intention, at this point, to censor speech.
