  2. Unless it's some legal requirement, I don't see what the point was of having someone interpret the French version of the proclamation into English. I think the vast majority of people watching knew that what was being said in French was pretty much the same thing that the guy had just said in English.

  3. Since Canada is officially a bilingual country, I would imagine that it's required to make legal declarations such as this one in both English and French.
