  2. Pence doesn't have that power. For a state's electors to be contested, a Senator and a Representative must both sign off on the challenge. After that, each chamber of Congress has a brief debate as to whether or not to accept the contested electors, then votes. For the electors to be rejected, both chambers must be in agreement. If one chamber votes to reject, but the other votes to accept, the electors must be accepted.
