  1. Wouldn't it be easier to see a doctor in Québec for a medical exemption if you're trying to avoid paying that province's new health tax?

  2. Then why didn't Québec come up with some fee or tax that everyone (or nearly everyone) in the province would have to pay instead of a minority of the residents?
