I know the official position of the UK government at the time was that Britain should remain in the EU, but didn't it occur to anyone within the government that the voters might have voted to leave and planned for potential exit negotiations accordingly? I'll admit that I'm not following this too closely, so maybe I'm missing some vital information, but it seems to me that the UK entered the negotiations not unlike a student who didn't study at all during the school year and is now facing a tough final exam.
