  1. DC wasn't made a state when its residents were finally allowed to vote for President, so why couldn't something similar happen as far as representation in Congress? Yes, I know Constitutional amendments can take time, but it seems like the best compromise between DC becoming a state and allowing voting representatives to me.

  2. If DC was going to be absorbed by a state, it would make more sense for it to be absorbed by Maryland since DC is on the Maryland side of the Potomac.
