  1. I could hazard a guess as to why you'd never see a school with the concept in a poor neighborhood. Since nearly everyone is convinced that you need to be on a device 24/7 to get ahead these days, a suggestion that poor kids not use technology in school would get the person proposing it accused of elitism and/or racism (if the poor kids in question are also minorities).
