  2. How in the world can prescription drugs not be considered "essential"? In many cases, it's cheaper for the government to pay for the drugs than to pay for the patient's treatment when the condition worsens. For example, wouldn't it make more sense to pay for a person's cholesterol medicine than to pay for treating her/him after he/she has a heart attack or stroke?
