For example, there is a German soldier song from the 19th century where the soldier sings that he is brown as a hazlenut and that his girl should be that brown too. He doesn't mean that he or his girl are of a different race, he means that he is of another different social class. He and his girl are common people that are more exposed to the sun in their daily work than people of higher classes. So an interpretation of that song that goes like "Ah, German soldiers of the 19th century were people of colour" would be totally wrong. In the same way, Samwise is described as having "brown hands" - he is a gardener who spends most of his time outside.
