I disagree. It is a stupid question. Yes, there are people in Germany that speak Frisian, like those in Helgoland. But everyone who speaks Frisian in Germany also speaks German (like in Wales, all Welsh native speakers also speak English). Kids who grew up with Bavarian also have to go to schools were the teachers and other kids speak High German. So they simply have to know it. Yes, SOME immigrants (but no school children!) speak no or a little German... but I doubt very much that those people would refer to themselves as "German" when they are in the US.

But it isn't very likely that someone who came as an immigrant to Germany and never learnt to speak German then goes to the United States und suddenly speaks English almost perfectly, like Feli does. Most immigrants in Germany who don't speak German come from uneducated communities ("bildungsfern"), so if they are unable to learn one foreign language (although they live in that partiucular country!), they're probably unable to learn another. I mean, would you really ask someone who is from France, goes to Germany and speaks a very good German: "So you are from France... do you know how to speak French?" I would be absurd.
