By the way, during the last months, Putin pulled back all the Russian troops from NATO borders because he needs them in Ukraine. Would he do that if he really was afraid of "NATO aggression"? Crimean Tartars (which spoke a Turkic language) were treated very badly by Russia (killed, driven away, deported). They were made a minority in their own country. So Turkey would now have the right to claim Crimea, according to your interpretation of international law. Take note that this is not about Turkey being able to do so, only about Turkey being allowed to do so.
