Hilary Mantel suggests in her oeuvre - particularly in her last book of the Cromwelliad but hinted throughout - that Jane Rochford is a vengeful woman, jealous of the social peers who have been elevated above her - namely, Anne Boleyn (her sister-in-law) and Jane Seymour. Jane Rochford's spoken opinion pertaining to Catherine Howard is that the girl is a poor orphan and a bit simple, and it seems Rochford will take her under her own wing. Maybe she struck a deal with the Duke of Norfolk, her uncle by marriage and Catherine's by blood, to safeguard this scion of the Howard clan. The reader can't discount that Jane's intentions are to subtly do the future queen harm, however.
