  1. Free speech is more important than democracy itself. Free speech provides utility and is a moral good on its own merits. Additionally, democracy does not function unless people have unlimited access to information and the right to share their perspectives. Any "democracy" which heavily censors speech is a pale imitation of democracy at best. Thus, democracy being contingent on free speech existing, is less important than free speech itself.
