You'd just make the internet a bit slower some people for a while since all traffic would be rerouted to working cables Simply put, almost nobody would have anything to gain from it, those who might have a motive do not have the means and those who do have the means do not have a motive. It's why you dont have anybody destroying highways or road infrastructure unless it's to build better ones

  4. Michael Fulgencio Replace "scuba gear" with "expensive customised diving vehicle with servo arms" and somehow find information on where specifically these cables are and you might have a shot. What you'd possibly have to gain from it though is a different problem altogether
