  1. Get rid of "non crime hate incidents" and abolish the whole idea of the "hate crime" altogether. They're socially divisive, and far too open to abuse by people who seek to "weaponise" them for their own ends. And, of course, the whole concept is utterly incompatible with Freedom of Speech.
