Two simple reasons: 1) Gross inefficiency on the part of the water companies that lose about 25% of it. 2) Our infrastructure was essentially designed for a population around the 50million mark...now that our population has exceeded the 70million mark (probably nearer 75million if all the illegals and "barely legals" are taken into consideration), the system can't cope.
