I have worked on several software systems ranging from small companies to central government and now global corps. I have never heard of a system that can only do something once a year.... Anything that is bound by numbers, is literally a few minutes of code changes away. We don't bury these values throughout.... We use variables that can be changed quickly based on what the client wants. Another words, politician lies and blames IT as usual to get away with it
