The Russian government LIKES civilian casualties... It gives them a propoganda boost.! Just look at the Crocus hall incident where the police were held back from going in to help for around an hour.!!! They'd have civilians living on all their military bases & instalations if they could get people to do it.!! People in Russia are the very definition of pawns.!!
