No not really just one, at all, not complete unification, there is some, maybe small, amount of movement and agency. This means that the hierarchy or 'holy order' must listen and be part of an interaction. Whereas the CCP or USSR or other totalitarian states, denied feedback, thus ensuring problems would not only arise but multiply.
I don't give the CCP too long, before there is a swatting reflex, so common in Chinese history, followed by a horrendous civil war.
