The private sector is only 'private' here in very controlled😮 aspects.
Central planning rules communism, as does ideo - idiosyncratic notions as 'guiding patriotism' and 'participate in causes and emergencies'.
This is all code for, 'do what you are told, when you are told and how you are told'.
'Emergency means war with neighbours'.
The image is of the captain of the Titanic, emerging on the foredeck, telling the band what to play, where to sit and to look out for icebergs.
Although 'Chinese capitalism' is a media catch word, it is an impossibility, as free markets are of necessity, anarchistic and disruptive.
Free here means 'at liberty' to do what's needed, when needed and how needed.
