  7. I do think that it might be time to re-evaluate building codes to make future disasters like this less bad. Maybe restricting roofing to metal shingles and concrete roofing tiles. Possible low density foamed concrete structures. Im not an expert but I think the must be a way to reduce the risk in the future.

Raising the tariffs across the board will drive up inflation. Its better to selectively raise tariffs on goods that have an unfair pricing advantage.
