Failure to respond within 28 days aka "failure to identify the driver" 6 points and fine. Yet driving with no insurance carries the same extortion and points racket. How many "honest" folk have fell victim to it because they literally forgot to communicate in 4 weeks? So in the UK now one has to protect itself from the state one hell of a nation. To say its all about liberty, moral, compassion and rights like the Twilight Zone!
