If you don't have money to spare and at the same time don't have delusional dreams of world domination, they're the best shot you have. Because they're cheapest and only ones a country without at least half a century old tank industry can hope to produce if licensed. All others on the list can only be bought. You wouldn't even be able to produce spare parts for most of them. P.S.: Abrams is good contender, but DU armor is hard to produce and maintain.
