@unknownPLfan it's not. It's just one of the options. Still better then the shitshow that happens in those cities nowadays. Moscow turned into a black hole that had gone out of control with it's gravity pull and growth. They really need to transfer capital back to historical location in Saint-Petersburg.

@abacaxi4713 that game is great... but landscaping tool is killing me. Constant updates and modding community were a surprise.
