@adamanderson3042 yep, it could. Because Germany and Italy had no way to make Britain capitulate. You need to change too much to give Axis a chance of victory. And one of the first things that would change is ideologies of the members itself. Even in multiverse there would be at best a few realities where their one in a billion chance worked.
