If he'd ever try to grab the button his own subordinates would gut him. It doesn't matter who has most nukes as the first one to launch would receive the rest on return and nobody would survive. The only thing he achieved by mentioning nukes is Beijing reminding him that they're economical partners, not military allies and lowering Russia's credit score on chinese market, lol.
