So, that's russian tourists in either Russia during some exercises from a decade ago, or it's russian tourists in occupied ukranian territory during ongoing conflict when they were warned not to go there because it's dangerous, they had gone, it turned out that their spot was near russian airbase and the overall result was quite obvious. Let's presume that it's former and not the latter and that the people in the video weren't Darwin Award "winners" 😅

@Lwaww those are called invasion stripes and they're used only during, well, invasion obviously from the name. The military district designation during peacetime works differently and isn't as pronounced as nobody is trying to visually do IFF on you.
