  1. youtube has been doing that for years. demonezited channels often had ads still play on them. plus channels that were never montized have had ads play on them. youtube has just put it in official writing

  2. youtube has always run ads on channels that had monitization non exist or removed. all monetization means is that if ads run the potential copyright holder to the content gets a share of the ad revenue. lots of channels do not get money if ads run because their vids got copyright striked but allowed the ad revenue to go to the copyright holder or youtube just takes it all. hence youtube would prefer no videos be monitized.
