  1.  @HarryBolsak  The intentional ambiguity is in response to the Arab neighbors having undeclared nukes of their own. First, it was Soviet controlled nukes, and now it's Pakistani controlled nukes hidden away in their territories. The Arabs don't declare how many they have, so Israel does the same.

  2. The Arabs used to have undeclared Soviet controlled nukes on their territories to deter against Israel expansion. There's a reason Israel was always eager to accept ceasefire agreements. Their militaries were at their limits, and they didn't want to invite a wmd response if they won too much. Today, the neighbors have undeclared Pakistani controlled nukes on their territories ready and waiting if Israel ever decides to be adventurous.

  3. I would add that they didn't build it. They stole it completely from the US. The CIA called it a betrayal and treason of the highest order, but it was suppressed, and no consequences were faced.
