While he may be technically correct & protected under the First Amendment...this seems to me stalking behavior, especially the interaction with some of the kids, and the girl who claimed to see him jacking off. Things could be steadily building towards something worse he may have in mind. I like someone's idea they posted here, of a few of the parents volunteering their time to video record HIM while they stand around his vehicle on public property, a few hours at a time, every day he's there. If I was one of the dads, I might start checking the Sex Offender Registry in that area too: it's entirely possible he could be violating some aspect of his parole if he's on such a Registry.

He's technically correct, under the First Amendment. But I really like your idea of parents standing around his car, on public property as well, and filming him non-stop too. If I was one of the dads, I'd volunteer a day a week for a shift with others and filming him in public too. An enterprising parent or two should check the publicized listings of registered sex offenders in the area, and see if he matches any of the descriptions...if he's one of those, he very well could be violating his parole.

@davidfrederick1971 While both he & the minors are on public property...apparently so, otherwise he would have already been arrested. Like I said though, I think it's likely he's building up to something worse so parents in that area should be extra vigilant.
