Working hand in hand with the city, county, and state legislators/regulators making that possible...majority Democrat for decades. The 'greedy developers' are simply working within the system set up by govt -- your ire is misplaced.

Why should alcohol drinkers and weed smokers, specifically, pay for the habits and choices of Fentanyl, crack, and heroin users? You could legalize those harsher drugs, stamp out all or most of the black markets, and tax those users directly starting with something small like 1 or 2 percent (in order to compete against that black market, too).

@poisonedchrist7802 I know very well how many of those folks there are, I work with some. The 'war' on drugs is a non-starter failure: it's not a war on drugs, it's a war against human nature, which will never change. Drug/substance use/abuse has been around for as long as recorded history, and longer. As such, the more logical option is to work WITH human nature, legalize the drugs so we can tax them for voluntary rehab services when they reach their individual rock bottom, and mitigate the negative effects intelligently (actually enforcing criminal statutes, stop all of the thug-hugging ordinances which only perpetuate and accelerate the problem). The 'war on drugs' has been around since Nixon's presidency, and is an utter failure. Better to use those personnel resources on rotating shifts at our sieve-like southern border.

Because they've kept voting for the same liberal majorities at the city, county, & state level for decades...and expect different results. Too few voters are connecting the dots.

And the city, county, & state legislators/etc. setting up the rules in the first place. The problem can almost always be traced back to government.
