It's not a criminal act, especially if they aren't mentally capable, but for fucks sake, what is wrong with a society when this sort of behaviour is allowed to continue. They should have had the dog taken off them months before the dog got to the point where it is nearly exploding.

  5. @A Mochi I don't care whether they have Alzheimers or not, society should have taken this dog into care because whether it was intentional or whether it was as a result of negligence, stupidity or Alzheimers it is completely unacceptable and is animal abuse to allow a dog to get to this state.
