Maybe this has something to do with a kind of Inferiority complex the Russians have because with Chernobyl at the latest it became clear that they can't compete with western technology and that they had always imagined and pretended that they were among the absolute best in the world. In some cases that might have been true like all that space programm stuff, Gagarin etc or crazy ass freighter aircraft. But in most areas due to lack of inner-competition in a socialist economy they had no chance to compete with the west. Japan however never had this feeling of inferiority (at least not in the 20th century or in our lifetime). And if Russia would have something like Sony or Nintendo or Mitsubishi, there would be no need for Russia to always look to their western neighbors with this subtle jealousy. That's probably also a symptom of the resource curse. If you have a shitload of oil, gas, coal and metals under your surface, that you just have to dig out and sell, then you have no urge to make money out of creativity or with complex high-tech stuff.
