I remember this change. Working in health care for 20+ years, I was responsible for organizing PSA screening events. We stopped when the USPSTF lowered their rating and said it was harmful. I argued that these are government bureaucrats who are trying to cut expenses and that it was a danger to stop these screenings. They also changed the recommendation for pap smears using the same assumption. It's all about money. If you think the government has people's best interest at heart, think again.
