  2. Western countries are overall pretty bankrupt and got close to zero resources to waste on that shit. Even the peace time production of war stuff was a massive waste.

  3. I mean, why do you need an army at all? At best to not get occupied by Spain I guess, but for sure not against anyone else. Same for most of Europe, the only enemy it may have are other NATO countries, no one else gives a fuck about conquering and part of Europe. For what? There is nothing worth go get from it.
