  1. It's obvious, that the do. Their goal clearly is to destroy the military equipment and get rid of Azov, C14, Right Sector and alike. That's why most battle take place where the HQ of those guys are (Mariupol for example) and not in Kiev. Goal clearly is to do as little damags as possible to anything else.
