Ugh, hell, why are you guys doing that over and over again, speaking about stuff you clearly got no clue about?
Yeah, it's nothing new, that the body needs a certain amount of sunglight for example to produce Vitamin D (though of course you can just supplement it).
Of course for that you aren't allowed to use anything that blocks the radiation like sunscreen or sitting behind filtering windows, because then you will also not produce Vitamin D and in winter or when you simple live in a region with less overall sunlight per year, you might get problems anyway, so supplementing vitamin D is necessary anyway.
When it comes to the serotonine production it's fine enough to be outside in the shadow or later the day, because in contrast to Vitamin D it doesn't need the UV B radiation.
This said: nothing of this is new nor does this mean that sunlight is good and you should just toast yourself.
You only need a few minutes outside for enough Vitamin D production and the warning from sunlight regarding cancer is about people who sit there for much, much longer and that constantly.
Overall as long as you avoid getting sunburns = obviously damaging your skin, there is no need for fear.
This said: getting a tan is alraedy the reaction of the body to per se too much sunlights. It detects damage and adjusts to it. That's the whole point of a tan.
