  1. Lockdown are per se not bad - if you do them right, like China did. The idea behind it is to reduce the cases below 1000, whas is small enough to have control over it and when you got another outbreak, you can repeat the lackdown (in that area) to reduce it again. That's what China did and while being the only (and gigantic country with over 1,4 billion people) one who were surprised by covid, brought it under control.
