Well, overall it was mainly driven by the oligarchs, that's why EU is mainly an economical union - and especially not a social one, what is of course the core of its failing. The problen isn't eh union, the working together part, the problem is, how it is brutally abused by the corrupt right wing politicians who control the EU.
