  2. Uh, no, neither the one thing nor the other thing got anythign to do with democracy. Not even elections got anythign to do with democracy. Democracy is the rule of the people and by that the very least hast to be that whatever a government does has to be to serve in the best way to serve ALL(!) people. That and ONLY that is democratic. Everything else is just some form of despotism.
