Seems more like he's doing his usual sleazy salesman thing and uses the fascism of the EU to sell them the expensive garbage of the USA, also knowing how the will further ruin themselves with this (this includes the Tariffs which will heat th EU the hardest by far) and by that ensure that the EU will stay an easily exploitable loyal dog of US fascism. Banderites can't win and Trump simply does not care about it. He does not want to waste money, because salesman. Without the USA throwing endless billions at this, it will fall apart anyway.
