  2. Don't get the surprise. When you look at investments in rebuild, you see massive investments in the south and just nothing in the nort, given up area. So what's the surprise about Russia giving a fuck about that area? At least at the moment. If they would care, they would have build up defenses and rebuild the infrastructure and alike.
