  4. Never put enough soldiers there. They also know, that Kiev is full of mislead people and extremists, so while they CAN take it by force, it would ruin the city and cose many, man lives. And it simply does not want to have Kiev in the first place. It COULD become nevessary at some point, if these "Endsieg" fantasies of the west and their puppets continue. The real Nazis did not even accept defeat when sowjet tanks stood IN Berlin.
