People love to throw around with percentages when they want to distract people.
See: let's take humankind, around 8000 million people. Something kills 0,01% of that. Sound very little, no? Well, that's still 800.000 people.
And the Atmosphere is even bigger. The thing is, that CO2 does reflect radiation of a certain wave length, so the effect of it to increase the temperature of the atmosphere is bigger than other gases, especially in that wavelength.
This is by the way good first, because without that effect, we would freeze to death, there would be no life on earth, it would be too cold.
But when you manage to fool around with that balance, well, even if you only take 0,1% more calories to you than you need, you still get fat...it takes a while, but this adds up. 0,1% more per day still means that an extra 100% after 1000 days.
The sun bombards the earth wit gigantic masses of energy and we are lucky, that earth manage to create a balance that enables lifes. Fool around with it, and this can go for the worse and add up to the extremes we already have to live with.
