The problem is, that people got wrong expectations.
Russia's goal is to a) free the Donbass, b) destoy the military power of the coup regime Ukraine and C) get rid of the Nazis (at least in their position of power).
While you can argue, that a is about territory, it is something you gonna reach anyway when you take care of b and c.
There is simply no reason for any big push.
At start it was necessary to secure as much as possible, but as soon as the build up defense lines were met, this couldn't go on like that (and of course there had always been the hope, that the Nazis today are a bit smarter than the Nazis 194x - well, they aren't).
Why take an increase risk, when the enemy is so nice to create a shooting range for you? To not take that gift would just help the enemy and increase your own losses.
Russia IS in the offensive. Constantly. The offensive to reach goal B and C. That they don't move much for this doesn't matter.
We aren't in medieval times, where you have to send your spearmen and knights in to fight the enemy mano a mano.
