Euronews didn't come up with this claim and didn't report it as factual. They're very deliberate in their use of language to make that clear. However it is a fact that the claim is made by Ukraine. And also that Barosso speaks on this, that Russia is being called to account for it, etc etc. That's all newsworthy.
