  1. Western countries haven't broken any laws, national or international, so there is no legal basis for any compensation. On the other hand, since black and brown people apparently will be (quelle surprise) the biggest beneficiaries of curbing climate change, it seems only appropriate that they financially reward white people for emitting less CO2.
