Bandera is popular* in western Ukraine, where he (OUN) acted, while Azov are mostly from the east (famous Russian speakers). *Popular not because of his ideology(which I'm not going to white-wash, stil again: 'nazi' is a generalisation), but because he is a symbol of the fight for the independence - against Soviets as well as against Hitler's Germany.
