  1. Russia is a federation, where by definition there should be decentralization. Most of the taxes should remain in the regions, and not go to Moscow. But, unfortunately, Russian federalism is a fake.

If in Finland a university is a research and educational center, then in Russia almost all universities have an exclusively educational function and do not engage in research. Therefore, they cannot be compared according to the same criteria.
